PHILADELPHIA (AP) – The Latest on the explosion of a package in a Philadelphia apartment (all times local):

7:45 a.m.

Police Commissioner Richard Ross says a package that exploded in a Philadelphia apartment included an “actual device” that was meant to injure.

Federal agents early Tuesday were helping the city’s bomb squad investigate the package that injured the 62-year-old Center City man about 4 a.m. He had received the package Monday evening and opened it early Tuesday believing it contained an inhaler or other type of medicine.

Ross says that although the package was “target specific,” investigators don’t consider it an act of terrorism.

It wasn’t immediately clear if police know or suspect who sent the package, or why.

Details about the device were not immediately available.

The victim has been taken to Thomas Jefferson University Hospital where he’s in stable condition with injuries to his chest and hands.

A man is in stable condition after a package exploded in the kitchen of his Philadelphia apartment.

The 62-year-old sustained injuries to his hands and chest in the blast, which occurred around 4 a.m. Tuesday, when he opened the package. It was delivered on Monday.

Police Chief Inspector Scott Small says investigators don’t know whether it was a bomb or an accidental explosion from medication in the package. Small says there were no threats before or after the blast.

Damage was confined to the kitchen.

Ten residents were evacuated from nearby apartments as a precaution, but they were allowed to return after the bomb squad cleared other packages.

Police are trying to determine if an explosion that injured a man in an apartment in downtown Philadelphia was intentional or an accident.

Police say the 62-year-old opened a package that contained medication for an inhaler and there was an explosion around 4 a.m. Tuesday. The package had arrived at the 18th and Pine street address on Monday.

The man was taken to a hospital with injuries to his hands and chest. There is no word on his condition.

Police say they don’t know whether there was an explosive device or if it was an accidental explosion caused by chemicals in the medication.

The bomb squad has cleared other packages and about ten residents who were evacuated have been allowed to return to their nearby apartments.
